Ms. Seema Ahmed Mohammed Al Mahmood

Mrs. Seema has extensive experience in the field of information and communication technology (ICT), spanning over twenty-three years of dedicated contributions throughout her professional journey in the digital transformation field Alongside her expertise in delivering public services, she also possesses proficiency in IT business analysis. This wealth of experience has led her to earn her current position as the Director of Change Management and Business Process Re-engineering at the Authority. Drawing upon her broad range of accumulated experiences and practices, she has been instrumental in implementing various digital transformation initiatives and reengineering government service processes in governmental entities. Together with the contribution of her capable team, services were successfully launched and national projects and initiatives were executed in the field of digital transformation. 

Since joining the Information & eGovernment Authority in 2010, Mrs. Seema has worked diligently and made significant contributions to the completion of numerous digital initiatives. Her scientific and practical expertise has been pivotal in achieving remarkable accomplishments, along with her devoted efforts in implementing plans and strategies for reengineering public operations and change management in government services. She has left a tangible imprint on national digital projects, such as the digital services for the Ministry of Housing and Urban Planning, the Birth and Deaths System, Bahrain Post services, as well as the Sijilat System, Identity Card services, Visa and Residence services, among others. These projects have undergone extensive reengineering processes, and she has played a crucial role in their success. 

Prior to her current position, Mrs. Seema began her professional career working for one of the leading telecommunications companies in the Kingdom of Bahrain, where she started as a project coordinator in the Information Technology Management Department and later became an analyst for information systems and quality assurance at Bahrain Telecommunications Company (Batelco), this provided her with extensive expertise in the field of electronic systems.

Mrs. Seema holds a number of academic qualifications, including a Master’s degree in computer science and a Bachelor’s degree in Business Administration from the University of Bahrain. In addition to her academic achievements, she has completed numerous professional courses in her field of work, which have led to her obtaining specialized certificates that have enriched her academic profile. These include the Certified Business Analysis Professional (CBAP) certification, TOGAF certification in Enterprise and Solution Architecture, and the Certified Business Continuity Professional (CBCI) certification accredited by the Business Continuity Institute (BCI). These certifications align her academic knowledge with global best practices in her profession. Furthermore, she has obtained various other certifications and professional courses that have laid a solid foundation for her distinguished career in the field of information technology.

Her professional journey in the information technology sector is also marked by an impressive record of participation in exhibitions and events related to information and communication technology. Additionally, she has made practical contributions by publishing specialized research papers in the field of information technology. Notably, she achieved first place in the "Innovation Hackathon for COVID-19 Recovery Solutions" with her research paper titled "Virtual Queueing System for Socially Distanced Government Services."
