This service is provided by the Information & eGovernment Authority for issuing a unique personal number for newborns through bahrain.bh portal and allows them to request the issuance of a birth certificate, request an extract of the birth certificate, and amend the birth certificate data by court order.

Based on Law No. (7) of 2019 for the Regulation of Birth and Death Registrations; Article No. (2) the law states that the legal period for reporting births that occur within the Kingdom of Bahrain is 15 days and 72 hours for deaths. Whereas the legal period for reporting births and deaths that occur outside the Kingdom of Bahrain is 60 days.
If the legal period for reporting is over, cases are submitted to the internal committee at the authority responsible for looking into cases related to reporting delay on notification requests after the legal period has passed within 30 days from the expired period. Births or deaths are only recorded once a judicial verdict is announced.
The Information & eGovernment Authority is responsible for registering and issuing certificates for births and deaths, according to Law No. 7 of 2019 regulating the registration of births and deaths, in an effort to regulate births and deaths procedures in the Kingdom of Bahrain.
The circumstances of birth and death may vary for different reasons, and the following procedures are to be followed depending on the situation.
1.As birth situations differ, different requirements and documents are requested in the Kingdom of Bahrain in alignment with Law No. (7) of 2019 for the Regulation of Birth and Death Registrations, depending on the case:

Issuance of Birth Certificates for Newborns (if reporting after the legal period)

The Unified Code of Conduct for Customer Service is a government guide developed to provide employees with the essential tools and knowledge to achieve excellence in customer service and includes clear instructions on how to communicate with customers: whether in physical service centres, call centres or through virtual channels. Additionally, it details instructions for dealing with customer complaints in order to deliver the service according to the highest levels of quality to raise customer satisfaction and improve government service.
Services provided by the Information & eGovernment Authority (iGA) are subject to a Service-Level Agreement (SLA) which ensures a 99.95% availability rate for ID card services and that transactions never exceed a specified period of time once all criteria are met as outlined in the table below.
The specified time period is not upheld in case the service is offered in partnership with a third party such as other government entities and others.

  • Adding a QR code to the birth certificates issued by the Authority to facilitate the process of verifying the birth certificate without the need to carry the original copy
  • Developing a new mail system that displays the readiness of the card for receipt, and the card's location, specifically in any department in the post, contributed to reducing the waiting period and card loss by 80%.
  • Adding the "Attach Declarations" service to the National Portal bahrain.bh, which contributed to reducing the attendance of the auditors at the ID Card Centers and completing the transaction electronically by 98%
  • Updating the education information in the Civil Records Service electronically contributed to reducing attendance at the Centers by 97%

For such cases, iGA has provided a Fast-track Lounge for those who do not wish to wait. The fast-track lounge provides services similar to those on Bahrain.bh as well as counter services with an additional BD 10 charge. For example, ID card renewal fees for Bahrainis is BD 2, therefore, the total cost including the fast track charge will be BD 12.
Electricity & Water Authority (EWA), Social Insurance Organization (SIO), Nationality, Passport & Residence Affairs (NPRA) and Ministry Of Industry & Commerce (MOIC) are linked with the Identity Card Centers, therefore, information related to these entities are visible, and it will not be required to submit any supporting documents. The information update staff will require further documents at the time of the visit if needed. However, in cases where the person is not an owner of an electricity account, and is renting a property, the user will be required to provide a statement from the areas municipality to update the address to this property or the attendance of the electricity account holder to sign a no objection letter for this address.
